Dan Russell is a partner in the Government Relations Practice Group, where he focuses his practice on civil and administrative litigation, gaming, and governmental law.
Dan works with parties whose interests, investments, and operations in a variety of heavily regulated industries put them under increased scrutiny by government regulators and law enforcement officials.
Dan is a board-certified lawyer in state and federal government and administrative law and has been certified by the Florida Supreme Court as a circuit court mediator. He is a past-chair of Florida’s Second Circuit Judicial Nominating Commission, as appointed by Gov. Ron DeSantis, and formerly served as a member of the Medical Cannabis Advisory Committee, as appointed by Commissioner of Agriculture Nikki Fried.
With broad experience across legal and regulatory issues, Dan regularly appears on behalf of public- and private-sector clients before the Florida Division of Administrative Hearings and in numerous state and federal trial and appellate courts. Among other areas, he has advised clients on matters ranging from challenges to proposed agency rules and complex federal class action litigation to construction defects, state and local taxes, personal injury, and property damage.
Dan is the former general counsel of the Florida Lottery and the Gulfstream Park Racing and Casino. He also has worked as general counsel of Surterra Florida (the first company to legally cultivate medical marijuana in the state). Dan frequently is on panels and speaks at national and international conferences on matters of administrative law, regulated industries, and constitutional law.
