John Morris is a partner in the Corporate Practice Group, where he focuses on public finance.
John primarily focuses on public finance transactions and related matters. He serves as bond counsel to local government entities, such as municipalities, special districts, and other political subdivisions, for their debt issuances. He also serves as counsel to underwriters, issuers, and trustee counsel in various public finance transactions.
Before joining Jones Walker, John served as the deputy director of the Civil Division within the Louisiana Attorney General’s office, working primarily in public finance. In that position, he acted as legal counsel to the Louisiana State Bond Commission, the Tobacco Settlement Financing Corporation, and the Office Facilities Corporation, representing the State of Louisiana in numerous state-level financings, including general obligation bonds, revenue bonds, and revenue anticipation notes. He provided legal counsel and guidance to state and local boards and officials on a variety of public finance related matters, such as cooperative endeavor agreements, property acquisition, economic development, sales and property tax regulations, pending legislation, and federal and state municipal finance regulations.
