Jay Delafield is special counsel in the Corporate Practice Group and a member of the public finance team. He advises clients on municipal finance, economic development, tax-exempt securities, and related litigation.
Jay represents clients in a broad range of corporate and finance matters, including municipal finance, industrial development, housing, revenue/general obligations, tax-exempt securities, and commercial banking law/litigation. Over the course of his career, he has represented hundreds of state, regional, and local governments, municipalities, agencies, utilities, political subdivisions, and other public entities in an expansive range of complex transactions, financings, and related litigation.
Jay regularly serves as bond or underwriter’s counsel and has participated in the issuance of hundreds of millions of dollars in bonds throughout the United States. These transactions have included traditional general obligation issues and revenue bonds, as well as housing, refunding, and other specialized bonds. His clients include public school districts, law enforcement districts, airport authorities, fire protection districts, hospitals, community- and economic-development authorities, convention centers and visitors bureaus, housing authorities, harbor and terminal districts, community centers, and more.
In his commercial legal practice, Jay has advised national banks and thrift institutions; insurers; physicians, accountants, engineers, and other licensed professionals; landowners and developers; and a broad range of publicly traded and privately held corporations. Among other areas, he has provided counsel on admiralty and maritime law issues, including ship mortgages and maritime liens; banking and financial services regulatory compliance, debt collection and foreclosure, debtor relations, lender liability, and secured transactions; personal injury, products litigation, and professional liability; employment matters; and real estate, zoning, land use, and environmental matters.
An experienced litigator, Jay has represented parties to commercial, construction and contractor liability, labor and employment, contract, and other disputes at every level of federal and state court, including before the US Supreme Court.
Before joining Jones Walker, Jay spent more than two decades as a sole practitioner based in Lake Charles, Louisiana, where he provided full-spectrum legal counsel to public, public-private, and not-for-profit organizations and for-profit business clients.
