Joshua Sanchez-Secor is an associate in the Tax Practice Group. He advises businesses across the country on state and local tax matters and tax controversies.
Joshua draws on his experience in private legal practice and at a global consulting and accounting firm to advise multinational, national, and regional corporations as well as high-net-worth individuals, business owners, and investors on the full spectrum of state and local tax matters. Based in Jones Walker’s New York City office, he also has worked in law firms and legal clinics in Texas, New Mexico, and Louisiana and has advised clients on matters involving many other states.
Joshua provides broad-ranging counsel that helps clients ensure compliance, respond to agency audits, and resolve disputes with tax authorities across the United States. He understands the complex interplay between federal and state tax laws and uses this knowledge to provide effective solutions at the intersection of business and tax law and strategy.
Among other areas, Joshua provides counsel on traditional income, sales and use, partnership, and related taxes, as well as on emerging issues such as state and local tax authorities’ recent efforts to scrutinize federal tax treaties and subnational treaty applicability. He also conducts due diligence to determine potential state tax exposure in the context of corporate transactions.
Joshua has advised clients at various stages of state and local tax controversies, including audits, administrative hearings, trials, and appeals heard before state tax tribunals, and drafted numerous audit defense position letters, pretrial motions, appellate briefs, and petitions for review. He also has prepared presentations and memos covering issues such as due process, nexus, digital bundled transactions, unitary businesses, statutory interpretation, multiple taxation prohibitions within the Internet Tax Freedom Act, and more.
