Marc Dunbar is a partner in the Government Relations Practice Group. He leads the firm’s Tallahassee office.
With a successful career spanning more than two decades, Marc focuses his practice on governmental relations and legislative advocacy, commercial transactions, and gaming. He has served as counsel to a wide range of clients, with a particular emphasis on highly regulated industries. Marc’s practice began in regulated utilities and currently includes legal and lobbying representation for a host of diverse industries, such as motor vehicle dealerships and manufacturers, gaming, tobacco, alcohol, healthcare services and providers, and medical cannabis.
Marc has a reputation as a creative problem solver and excels at helping people navigate challenging situations. He is regularly engaged to litigate complex statutory and constitutional matters both at trial and appellate levels with more than two dozen reported appellate cases on behalf of clients in regulated professions. In addition to civil, administrative and appellate litigation, he has been very active in assisting regulated entities and private equity firms in exploring and evaluating opportunities in regulated industries and handling complex internal investigations. Mr. Dunbar is regularly asked to provide assistance in drafting changes to complex rules and statutes affecting regulated professions in Florida and elsewhere.
On the political front, Marc is active in a variety of campaigns, having served in paid and volunteer capacities at the local, legislative, and statewide levels. Among others, he has served in the campaign for Gov. Ron DeSantis and the Republican Governors Association. His legal practice also includes practicing before Florida’s Ethics and Elections Commission.
Marc also has extensive private-sector experience. He has twice served in senior executive capacities for large, integrated gaming properties, is qualified as an expert witness in gaming-related administrative trials, founded and subsequently sold a gaming-related business, and is a sought-after game design consultant.
Committed to advancing legal education, Marc serves as an adjunct professor at Florida State University College of Law and is a member of its board of visitors.
Following law school, Marc worked in the public sector, earning recognition for his exceptional service from Florida Tax Watch. He is a recipient of the Davis Productivity Award, an honor reserved for top-performing state employees.
